The purpose of this study is to provide primary school teachers of English in Iraq with the required teaching competencies.
The use of competence statements as a way of maintaining standards for qualified teachers had dominated teacher education and training.
More recently, proposals have been submitted to include comprehensive sets of criteria by which trainee teachers are to be evaluated before being granted qualified status.
This study examines the principle of using competence statements as a basis for judging teaching ability, and suggests that their interpretation is complex.
It is believed in زthis study that the teaching ability in Iraqi primary school teachers English depends on such criteria as maintaining pupils’ interest, and motivation, establishing a safe learning environment, which are of great significance in the competency-based approach to English language teaching.
Since no previous study has dealt with the effect of the competency-based approach on the performance of Iraqi primary school teachers of English, to the best knowledge of the research this study comes to fill such a gap in the curriculum of the educational system of Iraq, in general, and to investigate the reasons behind this state of low standard of achievement in English in Iraqi primary schools.
