The major of challenges that facing administrative systems that growing in the capacity and complexity including the university management system is the adoption of connected system has a level of competence to enable them to maintain their survival and the continuation of its activity within the limits meet the requirements of society realism and renewable, and that meeting this challenge requires a review and evaluation and on an ongoing basis to reality Contact the regulatory system adopted in the university administration and in various aspects for the purpose of making the necessary improvements needed to keep pace with modern developments.

The research current problem is clear of as noted by the National Strategy for Education and Higher Education in Iraq that the administrative system suffers problems, some linked to the difficulty of the administrative contact (Maye, 2014.4) and select researcher research problem in answering the question "What is level the adequacy of organizational communication adopted in the university management " to answer the research question, researcher put some hypotheses, and to test the validity of the assumptions identified researcher research objectives by : 1.Determine the level adequacy of organizational communication, adopted in Mustansiriya university management.

2.Determine the level of efficiency and effectiveness of organizational communication, adopted in Mustansiriya university administration.

For the purpose of achieving the objectives of the research pursued a researcher descriptive approach, and follow certain procedures including: 1.Prepare a questionnaire consisted of 84 items distributed on two main areas, the first represent (efficient organizational communication) and consisted of (50) items, while representing the second area (effective organizational communication) and consisted of (34) paragraph.

2.Application of questionnaire in the Final form on the sample members after systematic verification of the suitability it For the purpose of research .

3.And it consisted of the research community of some administrative leaders at Al-Mustansiriya University faculties (deans and their assistants and the heads of academic departments) and some faculty in rank (Assistant Professor and Professor), method was used sample probability of class in the selection of respondents from among members of the research community present, and adopted the ratio (20%) of the total members of the research community, have been identified t-test of one sample statistic means in data processing with regard to the achievement of goals .

The most prominent the findings of the researcher is that the adequacy of organizational communication, adopted in Mustansiriya university administration level below average.

The main recommendations the researcher is the need to adopt ICT contemporary with format and level of Compatible public function of the University, and the strengthening of administrative communication skills.
