The university managerial has supreme position in education area, as the university is one of most important social and educational establishment as well as it considered the core of development system as long as it has the an effective factor into individuals and community who would share and build the most educated social.

For importance of enabling the administration to help all the mangers such as head departments to earn and use the power which they need in order to decide and empower the authority and managing obstacles in a right way that could effect to success their tasks and support their vocational into their motivations and performance, in addition, that will increase their conscious for that importance toward their work.

So, as university occupy the most biggest part in the education and teaching discipline, there are some goals and missions this study call into: 1.

identify the fact 'of authorizing management of the heads departments in collages of Summer University in prospect of lecturers views.

identify the individuals differentiations witch has statistical sense of heads departments regards to the specialization (scientific- social) and the experience that less than 10 year- over that 10 years.

According to the research approach, the questioner manner is adopted as it conform with current research as it eager to provide some date and facts about the subject problem in order to explain it as well as determine its facts and missions.

The actual tool for this research is pole and questioner method (the ratio to find the high administration, establishing factor and conformation/ matching person to find a relationship).
