The paper discusses the advantages that can be exploited by local authorities to support the dynamics of territorial development with a perspective of improving the living environment of citizens, structured around the opportunities resulting from decentralized cooperation projects.
The first part deals with aspects of the historical context of the emergence of twinning and the evolution of decentralized cooperation practices, in particular the genesis of the various Franco-Algerian partnerships.
The second part, which is empirical, examines the partnership between the municipality of Tizi-Ouzou (Algeria) and the town hall of Roche-Sur-Yon (France).
The contrasting results of the survey show the positive aspects of the cultural activities initiated by the associative structure of the civil society of the two municipalities; on the other hand, they reveal the absence of vision for initiatives that would promote economic projects that could trigger a real territorial Development dynamic.
الملخص FRE
La contribution traite des avantages, que peuvent exploiter les collectivités locales pour soutenir les dynamiques d'un développement territorial dans la perspective d'améliorer le cadre de vie des citoyens, articulées autour des opportunités résultant des projets de coopération décentralisée.
La première partie est consacrée aux aspects inhérents au contexte historique de l'émergence des logiques ayant animé les jumelages et aux évolutions des pratiques de la coopération décentralisée, en particulier la genèse des différents partenariats franco-algériens.
La seconde partie, empirique, dresse les contours du partenariat jumelant la commune de Tizi-Ouzou (Algérie) à la mairie de La Roche-Sur-Yon (France).
Les résultats contrastés de l'enquête dénotent les aspects positifs des activités culturelles entreprises par le tissu associatif de la société civile des deux communes; à contrario, ils révèlent, l'absence de vision projetant des initiatives porteuses de projets d'envergure économique susceptibles d'enclencher une véritable dynamique de développement territorial.
