The paper deals with one of the important topics related to the post-ISIS phase and the problem of returns from trouble territories, especially in North Africa, where the defeat of this extremist organization in Syria and Iraq resulted in the return of all the terrorist articles to their original countries, carrying extremist ideas and field experiences in combat.

The régions most at risk of the return of these terrorist elements from Syria and Iraq are North Africa and the countries of the Sahel and Sahara, because they share very large borders, and some countries, there suffer from the inability to protect all borders, which makes the movement of these elements easy.

Because there are groups already settled in these areas.

The research paper gives a strategy from the standpoint of human rights for how to deal with these returns and try to reintegrate them back into society in a way that makes them abandon all extremist ideas and disconnect their previous convictions and be active in their societies.
