The study aims to define the effect of emerging technology, including the open access to knowledge on the future of academic libraries and the innovative online services that these libraries provide to meet the needs of users, and the most prominent problems facing libraries following the transition from the world of printed information to the free access of information resources, and provide development proposals to improve the quality of services offered by academic libraries in the era of open access, and predict expectations related to the new roles and functions that libraries will provide for moving towards free access on the Internet.

The study depend on the analytical-descriptive method, Using a set of data collection tools such as questionnaire, observation, and personal interview.

The sample consisted of (10) academic libraries belonging to the best higher education institutions and the highest in the ranking of Egyptian universities in the Spanish Webometrics Ranking of World Universities in January 2020 version.

At the conclusion of the study, several recommendations were presented.

The most significant recommendation was adopting a strategy or policy for innovation in electronic services for developing libraries by exploiting modern technologies such as open access to knowledge to provide innovative information services and fulfill users' information needs.
