The study aimed at examining the extent of inclusion of the learning activities for the four skills (reading, listening, speaking and writing) in action pack textbooks for basic stage in comparison with the focus of the four skills according the bases of success, incompletion and failure (BSIF).

a content analysis was used as a tool of data collection by analyzing the quantity of the learning activities in sample of 3 textbooks: 2nd, 5th and 8th grades.

the researcher calculated the number, the percentages and the ranks for each skill in the three textbooks.

chi-square for goodness of fit test was used to explore any statistical significance between the expected and the observed proportions.

the results of the study find there is a statistical difference between the actual percentages of the inclusion for each language skills and the BSIF distributions of percentages.

it is recommended to the DET, EFL textbook designers and curricula planners in the DCST to cooperate their work while issuing the BSIF to make the actual teaching of the four skills respond to the priority of skills as suggested by the DET.
