This article examines the processes of pre-schooling and adult literacy in the educational systema of the Maghribi countries (Algeria, Marocco, Mauritanie, Lybia, Tunisia).
It is noted that both processes have long been neglected, if not marginalised in favour of the formal educational sector.
The underlysed hypothesis is that present high illiteracy rates are due to this negligence which has hampered the achievement of UPE (Universal Primary Education).
It is argued that pre-scooling education and literacy classes can effectively help achieve UPE by reinforcing primary education, and should therefore attract a proper attention.
الملخص FRE
L’article se propose de plaider la cause de deux opérations éducatives longtemps négligées, sinon marginalisées par les autorités dans les pays du Maghreb (Algérie, Mauritanie, Maroc, Libye, Tunisie), notamment le cycle pré-scolaire et l’alphabétisation.
En effet, les stratégies d’éducation-formation dans ces pays se sont surtout investies dans le système d’éducation formel qui couvre conventionnellement les 3 paliers du primaire, secondaire et supérieur.
Paradoxalement, la finalité d’enseignement universel (Universal Primary Education, UPE) ne sera pas atteinte dans les 5 pays malgré les efforts consentis depuis leurs indépendances respectives, l’hypothèse étant que la marginalisa- tion du pré-scolaire et de l’alphabétisation, procès en amont et en aval du cycle primaire est une cause importante de la persistance de l’analphabétisme.
