The process of the administrative modernization had always been a source of worriness to the caciques commercial activities in the Tunisian territorial waters at the beginning of the modern epoch, and even with the establishment of the French Protectorate .These worries were principally due to abuses and violations that marked this process such as fraud methods and the conversions followed by great traders and the means of transport owners, and this, in spite of the successive attempts to restructure or reorganize this sector.
This alarming situation led the supervisors of the commercial affairs to elaborate a safety plan in order to solve the problem of the decrepitude or the collapse that characterized the Mediterranean basin, in particular the tunisian maritime field or domain.

Le processus de la modernisation administrative a toujours été une source d'inquiétude pour les caciques des activités commerciales dans les eaux territoriales tunisiennes au début de l'époque moderne, et même avec l'établissement du protectorat français.
Ces inquiétudes sont dues en grande partie aux abus et aux violations qui ont marqué ce processus, tels que les méthodes de fraudes et de conversions suivies par les grands commerçants et les propriétaires des moyens de transport, et ce malgré les tentatives successives de restructuration de ce secteur.
Cette situation alarmante a poussé les superviseurs des affaires commerciales à élaborer un plan de sauvetage afin de résoudre les problèmes de la décrépitude qui ont caractérisé le bassin méditerranéen, et en particulier le domaine maritime tunisien.
