From a global political perspective, and on the purpose of adopting those laws to international conventions, and after three months of the United Nations decision to remove cannabis from the list of the most dangerous drugs, the Moroccan Interior Ministry recalled the new suggestion related to the deletion of this plant from Table IV of the 1961 Convention on Narcotic Drugs.
He has presented a bill which aims to relate the activities of cultivation, production, manufacture, transport, marketing, export and import of cannabis with prior authorizations from a specialized national agency.
This article constitutes a modest handout to this global dynamic set up by several countries, we will manage a critical analysis of Bill 13-21 and try to shed light on these contributions, its advantages and, if necessary, formulate some recommendations.
الملخص FRE
Dans la perspective de politique mondiale, et pour adapter ces lois aux conventions internationales, et trois mois après la décision des Nations unies de retirer le cannabis de la liste des drogues les plus dangereuses, que le ministère de l’Intérieur marocain a rappelé les nouvelles recommandations relatives à la suppression de cette plante du tableau IV.
Il a présenté un projet de loi qui a pour but de soumettre les activités de culture, de production, la fabrication, le transport, la commercialisation, export et import du cannabis à des autorisations préalables auprès d’une Agence nationale spécialisée.
Cet article constitue une modeste contribution à cette dynamique mondiale lancée par plusieurs pays, nous allons procéder à une analyse critique du projet de loi 13-21 et essayer de mettre la lumière sur ces apports, ses avantages et le cas échéant, formuler quelques recommandations.
