الملخص الإنجليزي

The study aimed to identify the characteristics and conditions of the ruler in Arab and Islamic political thought and the methods of his assumption and isolation.

The study examined the necessity and importance of the existence of political authority represented by the ruler of the social and political presence of individuals, as well as identifying the forms, controls and characteristics of the various Arab regimes before and after Islam, in addition to get acquainted with the opinions and arguments of the various Islamic currents and doctrines through the stages of the Islamic caliphate, and finally to identify the obligations and justifications for isolating the Muslim ruler and leaving it by peaceful and non-peaceful means.

The study relied on employing the descriptive analytical method and the historical approach to determine the importance of the ruler in Arab and Islamic thought.

Through the descriptive analytical method, the causes and factors that contributed to framing the various forms and controls of Arab governance before and after Islam can be analyzed, in addition to the historical method that is concerned with describing a qualitative description of the events that occurred in the past, while monitoring, analyzing and discussing their elements.

The study reached a set of results and recommendations, the study proved that the Islamic ruler was a matter of difference in terms of the qualities and conditions that must be met for whoever is nominated for this position and the methods of his assumption of the rule and obligations, and the study recommended that Arab political systems should take the principles of Shura as part of the democratic values and participation Political and promotion of the principle of the transfer of power.
