Higher education standard and “ICT” key role in establishing the pillars of e-learning

This paper is to define a topic that falls within the successive and repeated initiatives aimed mainly at applying modern technologies in the Algerian University various sectors, including faculties, departments, schools and institutes with their respective departments, the goal that will only be possible by establishing a comprehensive advanced electronic system that allows the widespread use of new technologies through upgrading the informatics system in the sectors of higher learning, education and training.

Through this topic, we try to highlight the importance of embodying the new electronic service by providing better and simpler interaction for services on the Internet, which ultimately falls with the emergence of the Algerian science and knowledge community, which has become one of the necessities and objectives of the actual development and the real activation of the quality of higher education resulting from the proper application and Correct e-learning, because of its goals in the form of saving time, effort and cost.
