bstract England was the same as the rest of the European countries with a monarchy tendency to witness a state of struggle for power took it in 1066 and established the concept of olute rule, but at the same time it was witnessing another state of conflict between the olute monarchy and representatives of the demanding English people.

With some kind of rights, determining the king's authority and restricting it whenever since the beginning of the Middle Ages, specifically when the Normans possible, which can be called the parliamentary system, which went through three basic stages.

The first began in the twelfth century AD and the signing of the Makarta list in 1215 and continued until the seventeenth century, followed by the phase of consolidating the power of Parliament after the kings pledged to continue the approach Parliamentary and the establishment of traditional parliamentary systems until the end of the eighteenth century, and the third phase constituted an extension of the previous attempts to reform and consolidate the authority of Parliament, taking advantage of the variables imposed by political and social events to quell and consolidate the parliamentary experience that turned into a custom and tradition that cannot be broken.
