Iraq has become one of the most crisis-facing countries due to wars during the last three decades when oppressive dictator authorities violated laws of human rights by committing crimes against citizens.

So the problem of this study lies in that.

The importance of the study lies in the situation of those victims before as well as those victims of invasion.

We hope to establish a state of law which recognizes human rights violations by the previous regime, to put those involved in these crimes against humanity to justice and to ensure offering compensations to victims and prevent further future violations.

The aim of the present study is to answer the following questions: - Are there transitional phases in Iraq other than those created by transitional items of the Iraq- constitution? - Have the transitional items of constitution, laws, and legislations of Iraq after regarding that transitional period offered "transitional justice" to previous regime victims? Were they temporary legislations and time-limited? Or, were they timelimited within the time of the transitional justice? - What was the lawful nature of these procedures? Were they judicial or not? Were they special procedures?
