All the peoples of the world went through various crises, including political, economic and social ones, and worked to a great extent to find effective and appropriate solutions to those crises.

Among those countries is Persia (present-day Iran), as great political developments took place in 1905 that paved the way for a comprehensive reform movement in it, especially what Concerning the economic aspect, it followed in order to advance this by relying on international experiences, so it sought the assistance of the United States of America to provide it with the necessary expertise, which made the American government nominate one of the highly economic-minded personalities to lend his services to Persia, and he is the author of this study.

Due to the requirements of the historical research method, and in order to facilitate the researcher's work, he sought to divide the research into this introduction, three main sections and a conclusion that contained the most prominent results.
