The current research seeks to test the effect of the practices of the transformational leader in addressing the obstacles to e-learning, as well as verifying the level of interest of the researched organization (Kufa University) in the main and sub-variables of research.

The research started from a realistic problem represented by the existence of problems and obstacles that prevent the optimal use of e-education at the university.

That is why the researchers sought to address it by shedding light on the transformational leadership style and knowing the extent of its contribution to the serious treatment of these problems.

And for that the research adopted the descriptive analytical method in obtaining the research data.

The educational sector represented a field for the applied side of the research, as the students of the University of Kufa, who numbered (34793), formed a community for research.

A random sample of students was selected, with (412) students, which is the number that fits the size of the researched community, as they were directed to an electronic questionnaire form that included the research variables.

The practices of the transformational leader in its dimensions (communicating the vision clearly, creative thinking, motivation and taking into account individual considerations).

by (12) items, and e-learning obstacles variable (academic obstacles, technological obstacles, and administrative obstacles) by (9) items.

In building its model and testing its hypotheses, the research relied on the two statistical programs, (SPSS v.23 SMART PLS), and the research reached number of results, the most prominent of which are that the obstacles to e-learning at the university under study were at somewhat normal levels compared to the dangerous environmental repercussions, unqualified infrastructure and sudden transformation.

In addition to that, the practices of the transformational leader contribute to reducing these obstacles.
