The middle east continues to be awash in conflict and uncertainty.

however, the gulf coopera-tion council (GCC) and its members have taken a different path and have transformed into some of the most important global humanitarian aid donors.

this transition reflects a new identity — on state- and individual levels — based on cosmopolitanism and reinforced by civilian power.

this work seeks to answer how GCC states have adjusted their foreign policies to reflect new, interna-tionalist values that have begun to root in each of the GCC states.

the main argument of this work holds that the states of the GCC are increasingly prioritizing cosmopolitan and humanitarian means and goals in their foreign affairs and are becoming civilian powers in the process.

this ar-gument— and a point elaborated in the work — runs in contrast to anti-cosmopolitan discourses which holds ethics to be a local, more relative, phenomenon.

this work addresses these issues through a polemical discussion that analyses the core assumptions of cosmopolitanism and civilian power and seeks to apply these concepts to the GCC.
