This study aimed to identify the impact of oil revenues and mineral wealth in the of investment expenditure level in public budget of Iraq.

to achieve the objectives of the study, the descriptive analytical approach was followed, where the independent variable oil revenues and mineral wealth was measured through: ratio of oil revenues and mineral wealth to the total public revenues, and ratio of oil revenues and mineral wealth to the budget deficit.

as for the dependent variable was the change in investment expenditure, the necessary data were collected from the official reports issued by the study population represented by the Iraqi public sector.

the results of the study showed that there is a statistically significant impact of ratio of oil revenues and mineral wealth to the total public revenues on the change in the public budget deficit.

on the other hand, there is no impact of ratio of oil revenues and mineral wealth to the public budget deficit on the change in investment spending in the Iraqi public sector based on the results of the study, several recommendations were made, including: the necessity of the Iraqi government’s interest in diversifying the state’s financial resources and not relying on oil revenues to support the state budget.

and following a conservative policy in estimating oil revenues in the public budget, and reconsidering the structure of the Iraqi state’s public spending with a percentage of certain investment spending as a minimum, especially in projects that achieve financial resources for the state, such as the agricultural and industrial sectors.
