Libya can generate developed economic power and provide electricity as a case study to the modern University of Benghazi (MBU) in Libya using a simulating software called HOMER.

Four different grid tariff prices scenarios were simulated and evaluated.

In scenario A (5 cents) and B (10 cents) grid tariffs, both were ignored; because there is no renewable source in these optimization scenarios.

Meanwhile, in scenario (C) 15 cents grid tariff, the optimum framework was USD 115.896 for the NPC wind/grid.

In addition, in scenario (D) with 20 cents grid tariff, the optimum wind/grid device with NPC was also found at USD 136.081.

Finally, scenario C was selected to minimize emissions by 50% among other scenarios.
