This contribution looks the sensitive point of the national economy, and particularly the local economy.

next to problem of reviving the tourism sector, we reflected on the interaction and interactivity of the three sectors: hydraulics, agriculture and tourism.

for the example of the Touat and Gourara region, we have put intangible cultural heritage in competition with the availability of water to promote local tourism.

the question relates to the management of foggaras and gardens by the traditional irrigation system.

based on the problematic, resulting from the problem of the availability of water in depth and a traditional technique of exploitation of groundwater.

we investigated for the collect of information from the use of a research tool, favorable and effective: the interview.

the results of this investigation allowed to raise the availability of a lever for stimulating tourism, expressed by the existence of underground water; but the recovery is inexistent of traditional activities in the hydraulic and agricultural sectors to set up a tourism called «persistent citizen tourism».
