This article is an overview of the progress of budgetary reforms in Algeria.

we will present the regulatory framework serving as legal support for the reform project called "MBS : modernization of the budget system" which aims to transition from the budget system based on means to a system based on results.

we will focus in particular on exposing the novelties brought by the new organic law relating to the Algerian finance laws (LOLF) N ° 18-15 of September 02, 2018.

however, we will try to answer the following question : have the reforms undertaken generated a legal arsenal likely to improve budgetary management.

the main objective of this work is to determine the implications of the reform on the budgetary modernization process desired by Algeria.

the main conclusions of this communication show that the texts of application of the said law are not enough to lead to the modernization of the budgetary management, objective factors can slow down its implementation…

الملخص FRE

Le présent article est un aperçu de l'état d'avancement des réformes budgétaires en Algérie.

nous exposerons le cadre réglementaire servant d'appui juridique au projet de réformes baptisé «MSB : modernisation du système budgétaire» qui vise la transition du système budgétaire basé sur les moyens vers un système axé sur les résultats.

nous nous attèlerons notamment à exposer les nouveautés apportées par la nouvelle loi organique relative aux lois de finances algérienne(LOLF) N°18-15 du 02 Septembre 2018.

or, nous tenterons de répondre à la question suivante : les réformes engagés ont-elles générées un arsenal juridique susceptible d'améliorer la gestion budgétaire ? l'objectif principal ciblé par ce travail est de déterminer les implications de la réforme sur le processus de modernisation budgétaire souhaité par l'Algérie.

les conclusions principales de cette communication font ressortir que les textes d'application de ladite loi ne suffisent pas pour aboutir à la modernisation de la gestion budgétaire, des facteurs objectifs peuvent freiner sa mise en œuvre…
