الملخص AR
لقد عانت إفريقيا و دول الساحل من عدة نزاعات مسلحة، أدت إلى سقوط الآلاف من القتلى، و لما كانت من أهم أسباب هذه النزاعات الأوضاع المعيشية المأساوية في هذه الدول أين يسود الفقر و المجاعة و انعدام المرافق الصحية و التعليمية، كان من الضروري على الدبلوماسية الجزائرية العمل على تأسيس و تفعيل ما يعرف بمبادرة النيباد كآلية شاملة لتنمية القارة الإفريقية و دول الساحل التي تعتبر عمقا استراتيجيا للأمن القومي للجزائر.
إلا أن المبادرة و بالرغم من أهميتها لم تبلغ الأهداف المرجوة، بسبب نقص التمويل و ضعف الحكم الراشد في الدول الإفريقية، كما أن المشاريع الكبرى التي أطلقتها الجزائر في إطار المبادرة و إن تم إنجاز بعضها على مستوى الجزائر، إلا أنها لا زالت تعاني من مشكل نقص التمويل، مما يحتم على الجزائر إيجاد حلول فورية و مستعجلة لإتمامها و دفع عجلة التنمية في دول الساحل و القارة الإفريقية.

Africa and the Sahel countries have suffered from several armed conflicts, which have led to thousands of deaths, and as one of the main causes of these conflicts was the tragic living conditions in these countries where poverty, famine and lack of health and educational facilities prevail, it was necessary for Algerian diplomacy to work.
to establish and activate what is known as the Nepad initiative as a comprehensive mechanism for the development of the African continent and the Sahel countries, which is considered a strategic depth for the national security of Algeria.
however, the initiative, despite its importance, did not reach the desired goals, due to lack of funding and weak governance in African countries, and the major projects launched by Algeria within the framework of the initiative, and if some of them were accomplished at the level of Algeria, they still suffer from the problem of lack of funding , which requires Algeria to find immediate and urgent solutions to complete it and advance development in the Sahel countries and the African continent.
الملخص FRE
L'Afrique et les pays du Sahel ont souffert de plusieurs conflits armés, qui ont fait des milliers de morts, et l'une des principales causes de ces conflits étant les conditions de vie tragiques dans ces pays où règnent la pauvreté, la famine et le manque d'installations sanitaires et éducatives, il fallait que la diplomatie Algérienne fonctionne.
établir et activer ce que l'on appelle l'initiative du NEPAD en tant que mécanisme global pour le développement du continent africain et des pays du Sahel, considéré comme une profondeur stratégique pour la sécurité nationale de l'Algérie.
Cependant, l'initiative, malgré son importance, n'a pas atteint les objectifs souhaités, en raison du manque de financement et de la faible gouvernance dans les pays africains, et des grands projets lancés par l'Algérie dans le cadre de l'initiative, et si certains d'entre eux ont été réalisés au niveau de l'Algérie, ils souffrent toujours du problème de manque de financement , ce qui oblige l'Algérie à trouver des solutions immédiates et urgentes pour l'achever et faire avancer le développement dans les pays du Sahel et le continent Africain.
