This study aims to highlight the transformation that changed the traditional course of the university, which did not previously show interest in the availability of a real partnership between it and the production institutions, i.e.

the isolation of the university with all its activities from society in terms of teaching, scientific research and community service, as many research projects conducted by universities did not come into effect and therefore there was no role for the university in leading and developing society, and this indicates the absence of policy and clear objectives that regulate the university's work with the sector.
