nevertheless, considering the economic stagnation and lack of progress in the national economy caused by the oppressive conditions of the 1990s, it is not reasonable for the government to persist in shouldering the responsibility of funding the deficits of public economic institutions using the same frameworks and methods.

the state should pursue strategies that are suitable for the current environment, which is marked by constant change and complexity, by transitioning towards a market-based economy.

at this stage, the country requires significant capacity to regulate and manage its economic activity in order to rehabilitate and develop public economic institutions.

this can be achieved through the implementation of a new structure and efficient, professional, and adaptable processes that can keep up with new developments.

the country should aim to increase economic growth rates by clearly defining the roles of the government and the private sector, encouraging investment, and creating an economy that can compete internationally.

to achieve these goals, the country must undergo radical and serious reforms that will facilitate its positive integration into the world economy.
