In recent years, many organizations and governments have faced an increasingly competitive environment due to continue increasing on the using of information systems and technology.

In order to effectively overcome this new challenge, many governments have strived to acquire sophisticated e-Government system.

The Republic of Yemen is a third world country (Appendix D) that is trying to implement e-Government system to reduce the processing costs; improve service delivery and increase transparency and communication between the government and its citizens.

Implementation of this system is not an easy task, and if not implemented correctly, may use up many of the government‘s resources.

Therefore, it should take into consideration several cultural factors that enable them to achieve the readiness level required to be able to successfully implement e-Government system.

In this work we relied on cultural factors proposed by Homestead and added some other cultural factors mentioned in the literature.

The purpose of this study was to (1) investigate cultural factors affecting e-Government system readiness, and identify which of them can lead to the readiness of this system in the Republic of Yemen, (2) assess to which degree these factors are presence/absent in Republic of Yemen, and (3) Investigate relation between these factors and identify which of them have a significant positive effect on the government readiness toward a successful implementation of e-Government system.

The findings revealed that, government cultural factors (Social Cultural Practices, Training and education), people cultural factors (trust, femininity, participation, long term orientation, individualism, and low uncertainty avoidance), and agency cultural factors (decentralization, and structure) are identified to be cultural factors that investigate the readiness of a successful implementation of the e-Government system at the Republic of Yemen.

The result of descriptive analysis implies to the absence of these cultural factors in the Republic of Yemen.

Furthermore, results of PLS analysis indicate that people cultural factors are the only factors that affect directly on the e-government readiness and these factors are positively affected by both government and agency cultural factors.
