Situation Analysis and Strategy Formulation for the Healthcare Coverage System in Lebanon The present study aims to investigate the healthcare coverage system in Lebanon, and to identify all stakeholders of the system.

Then it assesses the monetary values paid for healthcare coverage by different parties.

Next, the study extracts the indicators values to compare the system with systems of seven OECD countries.

The indicators chosen in this study and confirmed internationally to assess the healthcare coverage system are infant mortality rate, life expectancy, total healthcare expenditures per capita, out-of-pocket expenditures on health, and number of hospital beds per thousand people.

The indicators rate the system performance as lower than that of the OECD countries, which implies that there is a need for reform of the healthcare coverage system.

Afterwards, the research undergoes a situational analysis for the healthcare coverage system in Lebanon.

The analysis relies on SWOT, CPM, and SPACE matrices to extract the main differences between the Lebanese system and OECD countries mainly France and the United States, that need reform.

The situational analysis reveals several aggressive strategies important for the system reform, based chiefly on building a health information system, increasing integration within the system, and involving all parties in decision-making.
