Digital Government (DG) is expanding to the extent that it replicates our lives in a digital fashion.

Many countries are supporting their traditional services with electronic ones, and others are switching them totally.

This study explores the perceived environmental factors that prevent Jordanian citizens from using digital government services.

A conceptual model is proposed, which consists of three environmental predictors : social, governmental and infrastructure dimensions.

The model aims at predicting the adoption expectancy of digital government. An empirical test was conducted to explore citizens' perceptions regarding the barriers between citizens and the full utilization of DG services.

A sample of 259 teachers and employees were utilized and an instrument of 15 items was used in the study. Results indicated full support for the conceptual model, and an acceptable level of instrument validation.

Conclusions and future work are stated at the end of the paper.
