الملخص الإنجليزي

The security is the mission of every human being, and his responsibility collectively and shall consolidate security and peace in the hearts and cultures, and creating a culture of security, task of all citizens, organizations, authorities and institutions of civil and military, and should contribute to the family in the upbringing of their children to maintain security, then make sure the role of the school and the teacher in provide the concepts of security and public safety for students and the community. The problem of research in the suffering of the Gaza Strip from the loss of many citizens were killed or wounded by Israeli targeting of Palestinians or through traffic accidents, and many negatives appear because lack of interest in the management of crises and disasters, and drafting contingency plans, particularly the battle of the Forqan "2008-2009" to the Gaza Strip and not to link the headquarters of the emergency with some of them, in addition to the difficulty of achieving security and safety in the Gaza Strip because of the political tension and prevailing security. The research aims to provide a study investigating strategies that be able to achieve the principles of security and public safety for citizens, and explain how to prepare in the event of natural disasters and earthquakes could destroy the residential areas and explain the ability to manage crises and emergencies in the Gaza Strip, and the benefit from the Department of Forqan war and stand on the weaknesses and the possibility of strengthening them for the safety of public and inclusive of all aspects of life, and the identify areas of non-applicable strategies for security and safety and how the distribution of areas in the planned regional by Safety law Palestinian, and that will achieve these goals by following the analytical descriptive method which is described and analyzes the planned regional Gaza Strip and the standards of the planning according to the law of security and safety Palestinian and compared Territories similar them in terms of area and population, security, political conditions, and reliance on statistics derived from the questionnaires and specialized centers. At the end of the research reach to many findings and recommendations of the policies and strategies for the security and safety standards on the levels of regional planning that contribute to the reduction of disasters, accidents and preserve the lives and property of citizens, taking into account the security and political conditions experienced by the Palestinian society. The research include a lot of important title that concern general safety and public security and regional planning and analysis the application for the safety in Gaza strip with study planning for safety and security for many case studies to reach to proposal and strategies to achieve general safety and security by regional planning.
