This study discusses the main problems of Somali foreign trade sector, particularly during the war time, the most important of them are : the lasting debt of foreign trade balance, effects of war on it and evaluation of private sector role in the absence of state. The study assumes that the sector was in deficit due to its dependence on exports of live animals and raw materials, mainly to a single market, with the lack of strategic policies and plans for the development of the sector.

The collapse of central state and consequently the outbreak of civil war in 1991 caused a mass devastation to the sector.

It assumes also that the private sector has played a crucial role in the stateless period. This study aims at preparing a scientific subject about Somali economics, especially in the anarchy time that the country passes.

This drives us to mention the importance of this research which relates to a field with rare resources, besides that foreign trade represents the mainstay of Somali economy. The researcher, following the historical and descriptive methods, organizes the thesis into three chapters ; the first chapter is about Somalia : land, people and history, the second chapter discusses about Somali economy: internal sectors and external sectors, the third and last chapter deals with the effects of war on Somali foreign trade. Regardless of the various difficulties, most importantly, security concerns, scarcity of resources, financial and technical problems, the research concludes with these results : Somalis have ever been connected to foreign commercial relations depending on exports of lives animals and raw materials mainly to a single market ; the lasting deficit in trade balance ; a crucial role for private sector despite the devastative impacts of war on it in the statelessness ; and the finally the sector will be in deficit if all mentioned factors remain constant.

In this regard the researcher recommends some measures to be done; appropriate infrastructure, better marketing services locally and, entering the international market with diversified products of high quality, the foundation of state and the integration of private and public sectors.
