This paper is comprised of three parts.

Part one is conceptual and attempts to formulate a framework for environmental regulation in urban areas.

Part two discusses the applicability of the framework in case of urban areas of countries at large which are passing through various developmental phases.

Part three, being empirical in nature, tests the applicability of the framework in the Yanbu Industrial City, Saudi Arabia.
