This paper describes a unique transportation problem during the pilgrimage season to Makka in Saudi Arabia.

A major massive movement of people occurs between two holy muslim places, Arafat and Muzdalifa, after sunset of a certain day of the Arabic lunar year.

Several modes of transportation were considered including walking, cycling, buses, and large capacity passenger cars.

Two types of buses were considered, one with regular capacity and the other with modified capacity, where both types are assumed to operate in shuttle service.

A mathematical model is developed with the objective to maximize total flow.

The solution of the model basically allocates the eleven roads connecting these holy places to the considered modes of transportation.

A case study is presented to show the use of the model.
