This study is an exploration of the effect of training programs on return of investment in using Kirkpatrick’s and Phillips’ models.

To achieve this purpose paper-based questionnaire was distributed to 40 employees in Sales-Food & Beverage department of Continental hotel, at the end of training program and after 10 days.

The result of the research were : every 1JD invested to Sales-Food & Beverage department training program will produce a return of 3.71 JD.

In addition to, the actual barrier and obstacle to training effectiveness comes from within the human resources development functions.

Where a positive perception about training programs effectiveness the average increased from 5.70 at the end of program to 6.53.

The Job Impact was the main reaction expressed by participants as an improvement in knowledge and skills by learning programs (average 6.50).

The Change in percentage work time requiring knowledge/skills was the most noticeable behavior change attributed by learning program average increased from 75.0 % to 82.4 % .

The results level showed that improvement percentage due to training was (52.5 %) .

The research recommended that the management should existence a clear policy and practical steps to evaluate the effectiveness of training and development of quality training programs, so that plays a key role in the development of organizations, and should measuring the return on investment in training.

Also for the importance of measuring the return on investment in training, it is need to attention of institutes to prepare and qualify relevant experts studies to measure the impact, and the development of appropriate incentives for trainees and rewards for high achievers.
