Light Emitting Diode (LED) lamps is new lighting technology used over the world, its high efficiency, low power consumption, dimming capability, long lifetime, environmental friendly and much more advantages make it a preferable source in outdoor and indoor lighting systems.

Light dimming pave the way for massive energy savings in lighting applications.

The options include simply reducing the output during the night and achieve maximum saving with variable dimming.

Advantage can be taken of off-peak times (no more light needed) to reduce energy consumption significantly.

Pulse Width Modulation (PWM) technique is used as dimming method.

In this work, a method of time-control and time-optical-control is proposed to manage the energy consumption of LED, Field Programmable Gate Arrays (FPGAs), Spartan 3A starter kit have been used to implement the design, because of the re-programmability of the FPGAs which can support the re-configuration necessary to implement the design.

VHDL program was used to describe the functions of all necessary components used.

Xilinx ISE 13.3 design suite was used as software tool to perform Spartan 3A starter kit program.

Simulation results were obtained with ISim tool provided with ISE package.

The scenarios were used in this work show 20.1% annual energy saving using first time-control dimming scenario (single step) and 23.6% with second time-control scenario (multi steps) compared to normal LED operation (continuous operation).

Also, about 22.1% annual energy saving was achieved using time-optical-control scenario compared to normal LED operation and up to 42% energy saving achieved using special scenario.

Results can be extended to 100 pieces of (150 W) LED, dimming scenarios show mitigation of environmental impact (reduction of CO2 emission) about 34 Ton/year and extending the span life about 22% in average for two control methods and up to 42% using special scenario.

Furthermore, about 60% energy saving (in average) was achieved from LED dimming compared to High Pressure Sodium HPS (300 W).
