The important relationship of impervious surfaces with population enumeration, heat balance, urban planning, water quality, ground water and surface water resources and storm sewer system design derive the specialists and researchers to study the impervious surfaces percent (ISP), and its relationships with various applications.

This research represents an attempt to build a digital ISP model, the area of study tries to have a variety of features; therefore Al Kufa City was selected .

The availability of data and cost consideration leads to select Landsat data image, that acquired in summer season of 2006 and the Quick Bird data image that acquired in March 2007.

These data image were used to develop the digital ISP model Third order polynomial geometric correction transformation was done with 10 GCPs, observed by GRS1 linked with GNSS receiver antenna, to correct the Quick Bird data image, with total RMS (0.32).

Then supervised classification technique was used to classify the corrected Quick Bird data image into two classes, pervious and impervious surfaces, using the maximum likelihood algorithm.

The number of samples for modeling was determined by statistical computations.

For each sample of specific spatial coordinates, the mean of NDVI was computed from Landsat data image.

The ISP was measured from the samples of the same spatial coordinates from the classified Quick Bird data image, where ISP as a function of NDVI represented by a polynomial equation of 3rd order, with correlation coefficient R=0.94.

Verification of the model is done by remove anomaly values, water and soil with correlation coefficient R=0.93 and R 2=0.87.

The developed model was applied on the Landsat data image (March 2006) of Al Kufa City to develop a digital ISP model for the city and then an ISP map was produced by using the Arc GIS programming package.

The digital ISP model produce digital ISP map has the ability to use it in several fields, as sewer design system, urban planning, and so on.

The digital ISP model can be applied in the similar urban areas with constrains like morphological urban and nonurban features, the threshold of water and soil removal and the data must be in the summer season.

The bands algebra method better than the principal component analysis.

To show the ability of making use of the developed digital ISP model in many applications, the developed model was used to find the relationship between population and ISP in Al Kufa City.

Number of samples were taken from the enumeration of population of some parts of the city and these data were analyzed statistically.

Results of these analysis showed that the relation between the population and ISP can be represented by a linear relationship with R= 0.94 The statistical analysis done by STATISTICA computer package, the geometric correction and the image processing by ERDAS 9.2 and comparison of maps and map production by Arc GIS.
