The international classification of a university has become a necessity rather than a commodity, not simply for improving the quality of learning and research in higher education, but more importantly, for developing the capacity to compete in the global higher education marketplace through the acquisition, adaptation , and creation of advanced knowledge.

This aspect of higher education is especially true in the case of developing countries and the Arab world.

The paradox of the world-class university (WCU), however, as the literature indicates is that “everyone wants a worldwide university, no none knows what it is, and not one knows how to get one” (Williams and Van Dyke 2007) and (Altbach 2004).

This article aims at clarifying bases of WCUs’ classification for the purpose to outline for universities in the Arab world best practices to follow and lessons to learn from.

It starts by investigating the criteria used in international universities ranking.

The article points out major controversies and biases in such ranking and emphasizes core factors for excellences in WCUs..

In addition it discusses the major challenges confronting Arab universities in reaching an international ranking and alternative strategies to achieve excellence in their educational systems.

The study is descriptive and based on analyzing three international well recognized ranking of global and regional universities, these are: Times Higher Education Supplement (THES),Academic Ranking of World Universities (ARWU) and Webometrics ( WR) .

The study is also based on results of a major survey on the quality assurance in higher education in the Arab region conducted by the Arab Network for Quality Assurance in Higher Education (ANQAHE) in 2009 .

The sample included in the survey covered 16 Arab countries members of the independent agency( ANQAHE) which is a leading non-governmental Arab agency working in quality assurance since 2007 and based in Cairo, Egypt .
