الملخص العربي

تعاني مشاريع البنية التحتية غالبا من ضعف الأداء كتأخير الوقت و تجاوز التكاليف و عيوب في الجودة.

و قد تناولت دراسات قليلة تأثير إدارة العلاقات على أداء مشاريع البنية التحتية.

يهدف هذا البحث إلى تمكين دور إدارة العلاقات في مشاريع البنية التحتية في قطاع غزة من خلال تحديد و ترتيب أهم العوامل الفاعلة في إدارة العلاقات في مشاريع البنية التحتية، و كذلك التحقق من عوامل النجاح الرئيسية التي تدعم إدارة العلاقات في مشاريع البنية التحتية بالإضافة إلى تقييم أثر إدارة العلاقات على أداء مشاريع البنية التحتية.

و قد جرى استعراض و مراجعة للدراسات السابقة حول المواضيع المتعلقة بإدارة العلاقات.

و تلا ذلك عمل استبانة بين مؤسسات الحكم المحلي التي تدير قطاع مشاريع البنية التحتية في قطاع غزة.

حيث تم توزيع مائة و تسع استبانات على كل من وزارة الحكم المحلي و البلديات و مجالس الخدمات المشتركة بما فيها مصلحة مياه بلديات الساحل، و تم استقبال احدى و تسعين استبانة بمعدل استجابة 83 %.

و قد صنفت المؤشرات الرئيسية في إدارة العلاقات في عشرة مجالات : الثقة و السيطرة و توفر المعلومات و الهدف المشترك و التواصل و القيادة و ثقافة الالتزام و مستوى الرضى و التوجه نحو علاقة طويلة الأمد و أخيرا مبدأ توزيع المخاطر.

و قد أظهرت نتائج التحليل الإحصائي أن تدهور العلاقة بين طرفي المشروع قد يزيد من احتمالات سوء الأداء.

و الأداء الضعيف يمكن أن يتحسن بشكل فعال من خلال تحسين بعض جوانب العلاقة بين أطراف المشروع.

كما أن الشراكة تساعد على حل مشاكل الأداء، و كذلك التعاون على المدى الطويل هو أكثر ملاءمة لتحسين الأداء من التعاون على المدى القصير.

و أن تحديد أطراف العقد يعتبر أهم عامل من العوامل المؤثرة في إدارة العلاقات في مشاريع البنية التحتية و يضع البحث مستوى الرضى كعامل أساسي و رئيسي لدعم إدارة العلاقات في مشاريع البنية التحتية في قطاع غزة.

و أوصت الدراسة مؤسسات الحكم المحلي بتوفير دورات تدريبية لفريق إدارة المشروع في مجال الاتصال و التفاوض مع الأطراف الهندسة من أجل زيادة وعيهم فيما يتعلق بمسألة أهمية إدارة العلاقات في رفع أداء مشروع البنية التحتية.

Infrastructure projects often suffer from poor performance in terms of time delays, cost overruns and quality defects.

Few studies have addressed the impact of relationships management on project performance in infrastructure sector.

This research aims to empower the role of relationships management in infrastructure projects in the Gaza Strip.

Research is supposed to identify and rank the most important factors that are effective in the relationships management in infrastructure projects, to investigate the critical success factors supporting the relationships management, and to assess the impact of relationships management on project performance.

A literature review on the topic related to the relationships management was conducted.

A questionnaire survey was carried out among local government units who have managed the infrastructure projects sector.

One hundred and nine questionnaires were distributed to Ministry of Local Government, municipalities and Joint Services Council's with Coastal Municipalities Water Utility; ninety-one questionnaires were received with an 83% response rate.

In this research, key indicators were distributed in ten groups describing relationships management: trust, uncertainty and control, resources and knowledge, mutual goal, communication, leadership, commitment, satisfaction, long-term orientation and risk allocation.

The analysis revealed that the deterioration of the relationship between the project parties may increase the likelihood of poor performance and poor performance could be effectively reduced by improving some aspects of the relationship.

The adoption of relationships collaboration and partnering help to solve the performance problems, in which a long-term collaboration is favorable for performance improvement.

The most important factor that are effective in the relationship management is “identify all project parties”.

Furthermore, research substantiates satisfaction as a critical factor supporting relationships management in the Gaza Strip infrastructure projects.

The main recommendations of this research that local government units should provide training courses to the project management team in the area of communication and negotiation with engineering project parties in order to increase their awareness regarding the issue of relationships
