Nowadays, electronic systems enable the rapid creation and distribution of documents.

Therefore, people replace paper documents with electronic documents, and in construction sector electronic documents as information sources have increased in number and retrieving the information among huge number of documents become a problem.

Document management system can improve efficiency and effectiveness of consultation firms and also can improve knowledge sharing among firm departments.

Consulting engineers needs a well-organized knowledge repository in order to reuse accumulated information through firm life.

The aim of this research is to develop an effective Engineering Document Management System connected to GIS to be used by Gaza Strip construction engineers.

Identifying the existing document management system, discovering the obstacles facing the transition to automated document management system and developing automated system for engineering document management were the objectives of this research.

The research has used structured interviews as a survey tool for collecting research data.

Three interviews were conducted for developing the software, the first two interviews were conducted before programming the software and the third interview was conducted to trial test users feedback about the software.

The population of the research was the consulting firms working in Gaza Strip.

The first interviews purpose was to investigate the acceptance of adopting the technology and to prepare a function list for the software.

The second interview purpose was to assure the collected function list and to find any additional function.

Qualitative analysis methods were used and results were generated and discussed after each interview.

The results showed the functions that were applicable to be used by consulting engineers in Gaza Strip.

Storing, retrieving and searching data through the system were the most desired function.

Based on the collected functions, the new software was developed.

User accounts were divided to two types.

Admin account that has all the privileges and the user account only should upload, download and search the stored data.

The software was trail tested many times before conducting the third interview and correction to programming code were made.

A users feedback process was conducted through a structured interview.

Results showed the validity and reliability of EDMSGIS.

The main recommendations is to improve EDMSGIS functions and make it more specialized to the nature of construction sector needs in Gaza Strip
