The construction industry plays an important role in the social and economic development in Palestine as it accounts for more than 30% of GDP.

Safety in the construction industry is considered a major issue in developed and developing countries.

Palestine's construction suffers recently from poor safety and health conditions as safety rules do not exist and work hazards at the workplace are not perceived.

This study aims to assess site engineer's safety culture in construction industry in Gaza strip.

This aim is intended to be achieved by accomplishing the following objectives.

Study the safety culture in construction industry and other related topics.

First, identify the components and factors relevant to safety culture.

Second, evaluate the existing site's engineer's safety culture in construction industry in Gaza Strip.

Third, identify the responsible bodies to preserve safety.

Finally, developing frame work to improve safety culture in construction industry.

To fulfill these objectives, research was carried in three stages: literature review, questionnaire survey and personal interviews.

A total number of 153 questionnaires targeted site engineers have been completed.

Personal interviews with 10 professional construction managers have been made to obtain more in-depth and valuable information.

Quantitative data analysis methods, including reliability test, Pearson correlation, Spearman test, Cornbach's Alpha test, and Kolomgorov-Simirnov test were applied by SPSS 15.

Based on the results, there is about 40 % of the surveyed engineers have never received any safety training, the main reasons for not attending safety training is unavailability of safety training, also the pressure and long hours of work that do not allow enough time to undertake such trainings besides there is no encouragement from the employer to have trainings.

It was found also that site engineers responded positively towards aspects of Safety Culture including: commitment, priority of safety, communication, safety involvement, shared perception about safety and physical work environment.

Also the results showed that the eight components of safety culture in workplace are approved in percentages between 52.1% and 74.49%, where 6 out of 8 factors were positive, while only 2 factors had a negative percentage and these are ―"safety rules and procedures", "Personal appreciation of risk".

It was found that construction site engineers have a moderate safety culture.

Finally, recommendations were made for individuals and the various stakeholders in the construction industry in order to improve site engineer's safety culture
