Almost every day tidings are brought to us on conferences, ideas, proposals, and indictments, turning on petroleum, and in particular, Arab petroleum.

Many universal topics of high moment and gravity such as wars, famines and nuclear weapons have receded to the background, opening the field for petroleum.

There is no doubt, that the Arab Oil exporting countries forming the Arab OPEC, are atrenuously endeavouring to confront the various situations, but up till now did not arrive at the elaboration of a unified strategy taking in consideration all the circumstences and changes, and which can be made use of for confronting all eventualities.
