Investigating the factors of the police force culture that influence the maintenance of the EFQM excellence model within the United Arab Emirates

Since 2007, when the United Arab Emirates Government first announced their Strategic Plan (U.A.E Cabinet, 2011) aimed to improve and develop the holistic performance of the government sector and align it with competition and globalization in the international market, the implementation and participation in government quality awards, which use the European Foundation for Quality Management, became compulsory for all government firms.

Despite the application of quality awards in private sectors through Dubai Quality Award since 1998 (Dubai Quality Award, 2010), the government sector has taken the lead in applying the model criteria and in continuous improvement.

Leaders have been assessed, evaluated and promoted based on their performance in facilitating the achievement of the mission and vision and according to the success in leading change and rating constancy of purpose and by achieving stakeholder requirements via clear policies, plans, objectives and systematic process.

Employees were recognised and encouraged based on their competencies, skills, qualifications and effectiveness in achieving the organisation's objectives.

This research investigates the influence of the United Arab Emirates culture and Police Force culture on the maintenance of the European Foundation for Quality Management Model.

The research was conducted in key organisations of the Ministry of Interior in the United Arab Emirates.

The aim of this research is to identify and analyse the most critical factors that can influence and affect the process of maintaining the implementation of the European Foundation for Quality Management both positively and negatively in the Ministry of Interior in the United Arab Emirates.
