This paper explores and describes in details the European Standards and Guidelines for Internal and External Quality Assurance in Higher Education Institutions, Which the European Association for Quality Assurance in Higher Education (ENQA) developed and agreed a set of standards, procedures, processes and guidelines for quality assurance in the European Higher Education Area and to investigate ways of ensuring reviews of systems for quality assurance and accreditation bodies, Ireland has made these standards and guidelines as a tool to review and examine the Irish Higher Education System.

The paper reviews the developed European Qualifications Framework for Lifelong Learning (EQF) in 2004 that enhance the transparency of qualifications which include an eight level qualifications framework based on learning outcomes that published by the European Commission and consulted in 2005.

As will, reports on an exercise undertaken by the National Qualifications Authority of Ireland in the context of the implementation of the European Qualifications Framework for Lifelong Learning (EQF).

The paper concludes that the implementation of Irish National Framework of Qualifications that contents of ten levels has brought significant changes in education and training in Ireland and the procedures for verifying the national frameworks are compatible with the European Higher Education Area framework.
