This paper aims to open the doors wide open on consideration of ICT as the core Quality Management System ingredient as well as offer further back to basics analysis on Quality perceptions.

The paper also explains the importance of ICT within the job specification of a Quality Practitioner and explain more thoroughly the when why where and how as we consistently do in quality.

It tackles head on expectations from consultants and by organisations and aims to raise the bar on what the Educational establishments need to set as objectives in order for the Value Add to be realised for the students, establishments, and the community at large.

The lack of clarity and uniformity in the definitions for Quality will increase the risk of Failing ICT approaches and utilisation unless we link ICT to Quality in its totality.

The paper aims to create a common ground that ICT is a Tool to do a job in Quality Systems as well as create common ground for what this job that the ICT tools will help Quality Practitioners get done.

By defining common ground for what job the ICT will help us achieve, we would have gained the trust and agreement of the stakeholders using ICT.

Even if we succeed in this paper to create agreement on the purpose for ICT in Quality Management, we will gain satisfied stakeholders that will believe in the results they achieved.

There is clear evidence that there is a problem, in trying to understand the client‘s needs and expectations and deliver them.

Delivering a-value-adding Quality Management System for an organisation that generates tangible Quality Improvement on their product or service should be the common denominator.

Many infant organisations do wonder why they need a QMS in the presence of deployed ERP system.

The fact that they still question it shows some of the weaknesses in the way consulting works and Quality is perceived.

The fact that organisations are happy to invest in ICT for ERP systems for few core processes highlights many issues.

In particular the paper will attempt to focus on two intriguing questions: Why did they only elect few processes such as Purchasing, Finance and HR ? If they believe ERP needs ICT, why don‘t they believe the same for other processes ? These two questions really hold the key to a big puzzle in the Perceptions on Quality and ICT for Quality.

We aim to clarify the confusion and its sources.

The paper will also set out the vision for what Objectives ICT should be aiming to deliver to achieve successful acceptance for the stakeholders
