الملخص الإنجليزي

-In this paper, it is aimed to evaluate the importance of integrating several quality issues set to achieve a better level of higher education development.

These issues are usually not in harmony with each other and in many cases they are difficult to be promoted.

Hence, there is a need to set all quality issues on the same platform and to enhance the mechanisms which attract these issues rather than that repelling them.

The main quality issues will be discussed and evaluated to measure their ability to construct a unified model of higher education.

Although the quality issues are many, in this paper the focus will be on the main ones related to the higher education institution environment, students, curriculum, teachers, societies and others.

The factors and challenges affecting these issues will be highlighted.

The present paper will also discuss the relationship between accreditation schemes and quality of higher education.

Some examples of quality measuring criteria will be provided.

In all studied areas, higher education system in Jordan will be used as a case stud
