This paper portrays vividly that the most salient feature in Arab economic de-velopment is the increased role of the State as a direct consequence of the major structural changes which have been introduced during the Oil Epoch".the oil revo-lution has enabled several Arab economies, even non oil - exporting ones to exist at an economic level that greatly surpluses their actual productive capcities.

The "Bill" was settled either through the sale of resources (whether oil or manpower) or through mortgaging them through aguiring foreign debts.

The Arab world is, therefore, wit-nessing a state of economic instability due to the contradictions between the feverish consumerism generated during the "لاه Epoch" and the modest production capabili-ties created during the same period.

As regards the impact of the the "لاه Epoch" at the level of the Arab states sep-arately, one of the most serious consequences is the lack of an Arab entity with marked and potential equilibrium .

For the Firet Time, a chism was created between economic power on one hand , and military, culhrral and human endowment on the other.

The centre of power shifted eastward away from Egypt where the demographic, cultural and political power was long established.

This may , in the long run, result in serious instabilities in the whole region
