Morocco is cuirenTly id a period of political, economica] and social tmnsilion Morocco has xpressed its will to modernize its political OTganization.

and has clearly understood (he necessity of havbg vailable and integrated eGov solutions.

In the framewortj of the Fez eGov project developed at AUI, the iffcring of governmental online eServices is one of the critical goals towards simplifying and standardijing ilizens to government interaction.

Thus, the representation of digital identity of the citizen becomes a must Mvards achieving interoperability between government agencies and offering electronic delivery of public ervices.

The development of the Moroccan citizen ontology is the key issue for guarantying iieroperabihty between government agencies.

In fact, the use of a standardized and shared ontology model >f citizen data ensures communication between computer systems in a way that is independent of the Individual system technologies, information architectures and applications.

As an enabler of eServices, the mplementation of this technology is challenged by a wider set of profound societal issues mcluding citizen Tivacy, security and technology acceptability.

However, the rapid development and adoption of ^is schnobgy has the potential to diffuse its use in Moroccan eGov systems.

The aim of this work is to investigate, de&ign, and implement the citizen ontology.

The research ^geted specifically the development of the ontology, the creation and the implementation of the ontology, nd the design and implementation of a prototype based on thi$ ontology that allows citizens to request Services online.

The prototype will also allow government employees (officers, government authorities...) 3 deliver the services to citizens.

The project tackled also the deployment and integration strategies of this ?chnology within the existing Fez eGov system components.
