Active Labor Market Policies (ALMP) have been implemented in many countries since the beginning of the twentieth century.

Nevertheless, the use of these policies in Saudi Arabia is considered recent.

This paper does not evaluate the performance of ALMP and the effects on labor market outcomes.

Rather, it attempts to identify the potential contribution of active labor market policies, as part of the Kingdom Macroeconomic strategy to combat high and rising unemployment levels among Saudis, improve the employability of the new entrants to the labor market and provide opportunities for the least fortunate groups such as women, as well as expedite saudization process.

This paper summarizes the main results of up-to-date evaluation literature, identifies and measures spending efforts in the kingdom and creates evaluation indicators for future evaluation studies.

The study also seeks to identify the most important indicators of spending on active policies and propose tools to assess te different types of state interventions.
