Public participation has become an important element for sustainable urban planning process.

The development of sustainable urban planning should perform a methodological process that is structured over distinct sequential stages, providing participative planning.

Community participation in municipal master planning process is very limited in the Palestinians case.

This ignorance and failure to engage of Palestinian Communities in urban planning processes and major strategic decisions at early stage often became a serious hindering the development projects.

The absence of Community participation in urban planning process had a profound impact on the lives of poor communities, resulted misleading of information accuracy during filed survey, increased the gap among municipality and citizens, and contributed to negative effects of urban sprawl and low quality of services.

This study aims to suggest evolutionary change in urban planning mechanisms taking place in the context of local planning organization regulations and institutional structure by developing a model and intervention tools.

As a result, the proposed model for community participation in sustainable methodological process, which is structured over sequential and chronological stages, provides sustainable urban planning process and considers appropriate and effective community participation tools in each phase and step of the model.

This model consist of six phases, and eighteen steps, Community Participation tools designed to play an essential role in every step of urban planning process.

It is recommended that this study is the platform for MoLG and municipalities to adopt a clear and sustainable methodology for community participation in Municipal urban planning by conducting a pilot preparation of master plan for certain municipalities based on this proposed model.
