Distribution to charity from lotto proceeds : help to charitable organizations from a lottery fund

Assamalkium W.B Brother in Islam Two months ago I have moved to Auckland from Christchurch (New Zealand) after spending six years there. The Muslim population of Auckland is exceeding 17, 000 and this number is expected to keep increasing in the coming years. The status of our community is weak, divided and lacks managerial skills to develop by itself with an exception of a few. This has lead to many Muslims are unemployed while others are depressed what to do next in this depressing world having many children to take care off. New Zealand Government wants to help all ethnic groups regardless of faith or race to develop be productive in building of the society. It has lottery fund to channel for the welfare of the communities. Muslims are worried is it Halal or Harm to apply for this fund to be utilized for youth programs or salary for those who run the programs. Please advise. Thank you. Wassalam Dr. Saad
