Democracy which has been adopted by all of the political parties and movements, even those that do not believe in it, stimulates, nowadays, many problems due to the large number of studies that have dealt with it and provided many inconsistent definitions for this system.

191 The main problems which have been resulted from these conditions include the focusing only on democracy mechanisms such as election, political freedoms, freedom of the press, formation of political parties as well as the roles of various organizations and not the real tenor of democracy to the theme of democracy and the many difficulties that hinder the understanding and engagement of the people for the democracy.

However, the misunderstanding of democracy , is not limited to researchers, intellectuals and politicians, but even to different groups in the society, resulting in a great confusion about the real meaning of democracy.

The theme of democracy which means free and active association in the management of the society, can be achieved by active participation in the administration, to ensure the justices and equal dividing of the power and national funds.

This study aims to illustrate the reasons for Faltering of democracy in many Arab and Islamic countries during the last three decades by study the concept of applied democratic system and the social environment where it was applied.
