Over 20 years ago, the common and only factor for evaluating bids and selecting contractors was "the bid price".

However, recent studies show that there are many other important factors that have to be taken into account when evaluating bids and selecting contractors, in order to implement a project with an acceptable level of quality that satisfies the cli-ent.

These factors will be listed and analyzed in this paper.

This paper presents a literature in the field of contractor selection stages, the most important factors when evaluating bids, and compares these stages and factors with a practical example from the Gaza Strip.

This study finds that the stages of contractors’ selection in the literature and in the case study are the same, but there are some differences between the factors that were taken into account in each stage, the lowest cost factor is still the most important factor in the selection process.

The findings of the study are recommendations for the clients in the field of bids evaluation and contractor selection in order to ensure efficiency, transparency, and fairness in selecting contractors.
